It may have been a substitute of sorts, yes. Though they subjected Sansa to a bunch of attempted sexual abuse during the riot, so it wasn’t much of a reprieve. But perhaps they shifted her abuse by him to Daisy and Ros to balance it out better in their eyes, yes.
