He could have easily asked Robert to legitimize Jon and Robert would have done it, screwing over Bran and Rickon in the process. I dont think Ned would have done anything like that, but considering how secretive he was being about the whole situation, it was irrational of Cat to want to protect her OWN childrens birthrights.
